DataVision was contracted by UK’s Department for International Development to undertake the study on Tanzania Capitation Grants system using DataVision’s Data Call Centre and also Field Tablet-Based Approach.
The study was meant to ensure release of capitation grants to primary and secondary schools is accomplished in a timely manner. DataVision developed a dynamic dashboard which was linked directly to what is happening on the ground enabling real-time tracking of the usage of grants and if the objectives are met accordingly.
The assignment also involved interviewing more than 800 respondent including primary and secondary school head teachers, school chairpersons, regional and districts officials handling education sector matters as well as national level stakeholders including ministries officials and donor community.
The study focused on using a strategic collaboration of telephone, SMS, and digital technology to robustly establish the extent of receipt of capitation grant funds in the year 2012/2013 and give an indication of what the school could expect to receive according to budgets and its current enrolment. The study comprised of 400 government primary and secondary schools.
